Pennsylvania Restoration Program Manager

The Chesapeake Bay Foundation seeks a PA Restoration Program Manager to be based at its PA State Office located in Harrisburg, PA.

THE CHESAPEAKE BAY FOUNDATION
The Chesapeake Bay Foundation (CBF) is the largest regional non-profit conservation organization working solely to save the Bay. Established in 1967, CBF has a staff of approximately 185 employees working in offices in Annapolis Maryland; Richmond and VA Beach, Virginia; Harrisburg, Pennsylvania; and Washington, D.C., and in 15 field education program locations. Our staff and volunteer corps work throughout the region educating students and adults, advocating for clean water polices, restoring waterways, and litigating when necessary.

CBF’s headquarters office in Annapolis, MD is the Philip Merrill Environmental Center, the world’s first U.S. Green Build Council’s LEED platinum building. In 2014, CBF opened The Brock Environmental Center in Virginia Beach, VA. The Brock Center is one of the most energy efficient, environmentally smart buildings in the world.

CONTEXT OF THE POSITION

The Pennsylvania Restoration Program Manager administers CBF’s Pennsylvania Office efforts to restore the health of local streams and rivers that drain into the Chesapeake Bay. The Manager works closely with the Pennsylvania Senior Agriculture Program Manager and other senior CBF staff, both in Harrisburg and Annapolis, to develop diverse and pioneering strategies for accelerating the implementation of agricultural pollution reduction practices that are consistent with organizational priorities. The Manager supervises Pennsylvania restoration field staff located throughout the state. With the assistance of CBF staff, the position seeks to maintain and expand the array of public and private funding sources that support the Pennsylvania Restoration Program, including managing all aspects of public and private grants such as, proposal and budget development, expense tracking, contracts and reporting. The Manager will also help develop and maintain collaborative partnerships with a wide array of stakeholders to implement and incentivize restoration practices.

Essential functions include:

1. Manage and coordinate all aspects of the Pennsylvania Restoration Program, including staff and grant management, budgeting, invoicing and staffing.
• Supervise Pennsylvania restoration program field staff.
• With the assistance of CBF support staff, manage and track all aspects of public and private grant awards, including but not limited to program deliverables, deadlines, budgets, contracts, expenses, and reporting
• Maintain close collaboration with local, state, and federal agencies, charitable foundations, and businesses that support the program.
• Maintain close collaboration with CBF financial, grant, and development staff to support the program.
• Technical lead on conceiving and developing public and private grant applications.
• Participate in report and fact sheet writing and other program-related summary materials, grant reporting, and communication with existing and potential funders, as necessary.

2. Apply strategic and innovative approaches towards accelerating the implementation of restoration practices that are consistent with organizational priorities.
• In close collaboration with the Pennsylvania Senior Agriculture Program Manager and other senior CBF staff, both in Harrisburg and Annapolis, seek diverse and pioneering restoration approaches and partnerships with traditional and non-traditional stakeholders that help further CBF’s mission and priorities.
• With CBF development and grants staff, continuously seek to broaden and increase the sources of program financial support.
• Conceive and implement solution-based projects through successful attainment of competitive grants and awards.
• Collaborate and coordinate with the Pennsylvania Senior Agriculture Program Manager, other CBF state office restoration staff, and CBF Environmental Protection and Restoration staff, as appropriate.

3. Support efforts to promote the awareness, support, and appreciation of the work undertaken by the Pennsylvania Restoration Program.
• Assist in developing messaging about the program for diverse audiences including public and private funders, the media, CBF members, and the general public, as necessary.
Assist in the developing and maintaining promotional materials about the program and its success for state and federal agencies and legislators, the media, agricultural entities, existing and potential funders, and the general public.
• With the Pennsylvania Senior Agricultural Program Manager and others, continuously explore innovative and diverse methods and opportunities to promote awareness of the program.
4. Other duties as assigned.

PROFESSIONAL EXPERIENCE AND QUALIFICATIONS

Minimum of a BS degree in an appropriately related field and a minimum of five years’ experience in grant, project, and personnel supervision, and management. Candidates must have experience planning and implementing complex and diverse projects, coordinating and managing staff, working with contractors, and achieving quality deliverables within budgets and deadlines. Experience managing remote staff is particularly desired. Proven interpersonal, communication, and negotiation skills are necessary. Ability to communicate effectively on technical and non-technical issues to diverse audiences, privately and publicly, is necessary. Preferred experience working with the state and federal agencies. Working knowledge of USDA conservation programs is preferred.
